The development of a positive Indian Ocean Dipole in 2007 caused heavy rains in many parts of East Africa. Uganda and Ethiopia suffered from flooding. The floods have killed about 200 people and displaced more thirty thousands people in Uganda, Ethiopia, Sudan and Kenya in the central and eastern regions.

Last year, again associated with a positive Indian Ocean Dipole, more than a million people in East Africa were affected by devastating floods. It is a very rare ( it did not happen in last 90 years) occasion that positive Indian Ocean Dipole happened consecutively. The positive dipole of this year appears to be weaker than last year. So, the rains are expected to be less heavier than last time. Hopefully, that gives some hope to the relief workers and local agencies in those flood stricken areas.
